ES1 – This project at the Pine Trace property off of Miles Jamison Road is progressing. Since we will be building an entrance directly from Miles Jamison Rd instead of from the roundabout on the Coastal Center property, we will build a 2-lane boulevard only. The work to transition from Miles Jamison Road onto this boulevard has already begun. The county will be responsible for appropriate changes to Miles Jamison Road (including sidewalks, if applicable), including line of sight and appropriate grading for buses needing to turn into the school area. Reducing to a 2-lane road will save us approximately $500,000. There is a small amount of wetlands at the very entrance (a ditch next to Miles Jamison, approximately two feet wide) that is causing some small delays, but we are working on the appropriate permits/approvals as necessary so we can move forward.
ES2 – There is nothing wrong with the property at The Ponds that was originally intended for school construction. The red flag was with costs – higher than expected due to additional access road construction requirement and additional remediation for seismic issues (pilings would have been $600k-$1MM). Additionally, MWV approached us with the offer to donate the land and $2.5 million towards increasing the size of the auditorium at the new RMSA to make it appropriate for community use. Also, using prototype of ENES/ROMS buildings again and the free utilities (development) was a savings of $3 to 3.5 million. Altogether, it was a $6 million cost difference to move to the East Edisto property from The Ponds. That doesn't mean that a school will never be built at The Ponds, but it's just not going to be now. Additionally, The Ponds property was never deeded to the school district, causing some delays.
ES3 – This school is slated to go where the current DD2 Facilities Department buildings are now, behind Alston Middle School. They are currently talking with some additional property owners in the surrounding area about purchasing their properties so that ball fields can be built behind the new school. The JPES prototype will be too large for this property, so Bob Folkman is recommending a design used in Dacusville (Pickens County) which has a smaller footprint. Monies to move the Facilities Department to an as-yet unidentified location will come from the General Fund, not from Bond Referendum dollars.
Aquatic Center – The YMCA is scheduled to give a decision by the end of this calendar year on a) whether they will be able to be the administrator of this facility, and b) which location will work best. It was noted that the school board and the oversight committee both have questions about the how the contract would be structured. The school board members indicated that they would be proceeding very cautiously in this area and would make sure that the contract for management would be very specific.
Finance – $60 million of bond anticipation notes were let on August 15, 2013. B. Committee By-Laws – The committee appointed a task-force to create a set of by-laws based on the original charge from the school board mission statement C.
