Victim hit by car identified

A man killed while trying to cross Ashley Phosphate Road on foot has been identified. Dorchester County Coroner Chris Nisbet identified the victim as Vincent T. Kemp, 33, of Goose Creek. According to the coroner’s office and the SC Highway Patrol, Kemp was apparently trying to cross Ashley Phosphate Road at Old Hertz Road in North Charleston a little after midnight Thursday when he was hit by a car headed east on Ashley Phosphate just before midnight on Thursday.  Kemp was wearing dark colored clothing, according to SCHP officials. The driver of the car, John Grant, 49, of North Charleston, and his passenger were not injured. Both were wearing seat belts. The investigation is ongoing.
