Name: Stephen Edward Mims

Age: 44

Description: White male, 6’1”, 300 pounds

Last known address: 103 Swift Ct., Summerville

Wanted for: Grand Larceny

Wanted by: Summerville Police

Wanted since: September 2013

Investigators allege: Mims presented an incomplete Power of Attorney to CresCom Bank on No. Cedar St., and transferred $2,000 on Sep. 13, 2013 and $1,022.26 on Nov. 8, 2013 from the victim’s money market account to a checking account he had access to. He then withdrew the funds from the checking account without the victim’s knowledge or consent. A witness identified Mims from a photo lineup.





Name: Carlo Howard Rattley, Jr.

Age: 22

Description: Black male, 5’ 6”, 135 pounds

Last known address: 1310 Boone Hill Rd., Summerville

Wanted for: Attempted Murder

Wanted by: Summerville Police

Wanted since: January 2014

Investigators allege: On Jan. 22, at 110 Langley Dr., Summerville, Rattley attempted to kill the victim by firing four rounds from a revolver at the victim as she was running away from the incident scene. According to the victim, Rattley was angry with her because he thought she was involved in a relationship with his girlfriend. He fired at her as she ran away with laundry in her arms. Witnesses corroborated the victim’s statements. A co-defendant also provided a statement indicating Rattley was the one who fired the shots.
