Second and final reading of Vision Plan passes

Summerville Town Council approved the Vision Plan by a vote of 5-2 Wednesday night.

The Vision Plan now becomes a part of the town’s comprehensive plan.

Councilmen Terry Jenkins and Walter Bailey voted against adoption.

Bailey expressed concern that the Vision Plan was being presented in such a way that was “take it or leave it.”

“I like a lot of things in the Vision Plan, some things I don’t like,” he said. “The Comprehensive Plan has some teeth in it; it requires you to do certain things to make sure you follow that type of plan.”

Bailey added he did not feel the Vision Plan should be tied in and instead be added as a discretionary document.

“I have no problem accepting the Vision Plan, but I think it should be accepted as a discretionary document,” he said.

Bailey made the motion for the Vision Plan to be a discretionary document. The vote failed, and the Vision Plan proceeded to be adopted with a 5 to 2 vote.
