The Dorchester District 2 School Board voted unanimously Monday to furlough teachers and classified employees three days and administrators six days. The district-wide furloughs may begin as early as January and will conclude by the end of the school year. They will save the district an estimated $1.65 million, according to Chief Financial Officer Allyson Duke. The furloughs will take place on three of the following six staff development days: Jan. 11 or Jan. 12, March 22 and June 1, 2 or 3. On Tuesday morning, district officials were scheduled to meet with principals to ask that they obtain feedback from their teachers as to which three of the aforementioned six days would least affect them. “I think it will disappoint people, but I don’t think anyone will be surprised,” Superintendent Joe Pye said of the furloughs. “Principals are saying go ahead and save money and do furloughs.” Pye said there’s a chance the district will be able to “give back” one furlough day at the end of the school year should it be deemed unnecessary. Each furlough day will save the district about $550,000, which officials say is necessary to help offset a $4.7 million reduction in general fund revenues for the 2009-2010 fiscal year that includes cuts at both the local and state level. A net decrease in property taxes tallying nearly $2 million coupled with a net decrease from state sources totaling more than $4 million has left the district with no other option than to furlough employees, officials said. Board member Barbara Crosby, a teacher in Berkeley County, said she believes teachers will understand the need for furloughs. “From a teacher’s point of view, I’d say go ahead and take my three days now because that’ll help the district (and) it keeps (my) job,” Crosby said. “You might take a little, but you’re not taking it all.” Pye said that by furloughing employees, approximately 27 teaching positions over a full school year would be saved. During the Nov. 23 workshop held prior to the regularly scheduled board meeting, officials discussed furloughing teachers either two or three days. They ultimately agreed upon three days based on Duke’s belief that the state may cut the district an additional $500,000 within the next couple months. A series of preliminary reductions that included leaving vacant about 30 positions that came open through attrition and financing technology purchases over multiple years saved the district about $3.3 million. Nevertheless, the district still faced about a $1.4 million funding shortfall prior to Monday’s decision to furlough employees. Implementing furloughs district-wide rather than allowing each employee to choose the three of the six days he or she would prefer will save the district additional money because buildings will be closed, which will save on electricity, Pye said. The state mandates that administrators be furloughed twice as many days as teachers and classified employees, said Duke, who added that in addition to the three district-wide furlough days, administrators will be able to choose their other three unpaid days off. During the workshop, board members expressed concerns that furloughs would affect teacher morale and suggested giving teachers a free lunch or allowing them to wear blue jeans to work for a day as ways to show them that they are appreciated. The district on Monday also unanimously voted to reduce department budgets by an additional 5 percent, which is expected to save about $150,000, and to slash each school’s per pupil allocations by another $5, which will save an additional $110,000. Officials say the district has exhausted all resources to deal with this year’s cuts, which leaves Dorchester 2 in a precarious position going forward. “Next year is going to be worse,” Duke said. “We’re going to have to make some really tough decisions next year, but we just have to try and get through this year.”

Palm trees, Target Teach, Interventionists...are these really educational "tools" DD2 needs? I don't know of a teacher that thinks Target Teach or Interventionists are helpful. Do you, Joe? Have you asked? Did you research all this before you spent all this money?

Great idea. I would love to wear jeans ONE day....that would really help me feel so much better about my job since 100's of dollars will be taken out of my pay check.

You may need to check your facts. The fact that you live and die with your no class football program does not change the facts. You are just another butt-kissing football knucklehead. When the district changes it's focus from football to education then they can whine about funding. If you raise money it should be for the benefit of all students and for education, not so the priviliged few who are redshirted can benefit. When you cheat and put everything into your program instead of your school, you should win. Not win a meaningless region title but state titles. The purpose of your cheating is to stand out above the schools who do it the right way.

Six figure salary for administrators? Where is that happening? The most correct statement on here is that teachers and administrators do it for the chldren obviously not the salaries.

What evidence do you have for that? When we were riding high in the past, teachers were still grossly underpaid and underappreciated. It's the administrators who got the big bonuses and six figure salaries.DD2 should put a promise in writing that if you take furlough days now it will be repaid at some point in the future.

Well said, "Hard Job." No one knows the day of a teacher: 6:50 students enter and 2:15 students leave...oh, wait...week long late bus duty. All day ELEMENTARY school teachers are with their 25+ students. When do they have time to have adult conversations? These poor teachers! We need to get together and organize something for them. Otherwise, we will soon have no teachers left in the schools!

Well the District is not spending it on salaries! Do people know how teachers salaries are posted. If it says a teacher makes 31,000 (about what a first year teacher makes) They only make 25,000 gross on the W-2 because education salaries posted INCLUDE benefits. This is close to poverty if you have children. I think you can qualify for food stamps.... Even then they reach into their own pockets to educate the children in their classes. Did you know teachers do not get lunches? They can't leave the grounds. They have to eat with 25 or so children every day in about 10 minutes. The lunch room serves chicken ring nuggets every other day with carbs and more carbs. They can't leave children alone in class so when do they potty? They don't, they hold it until the class goes to specials or something. Looks like we could make their work day easier.Try going without lunch or bathroom for 7 hours, 190 days a year. Do you know how much a Smart Board cost? Do you know how much a computer cost and how many classrooms and teachers there are?? How often do you have to buy a new computer to keep up with technology??? The District has to keep up to teach current technology. Do you know how much a trailer cost to rent or buy, heat and cool, provide plumbing,etc to make a classroom? Most Teachers do not have printers in their rooms either, so they walk to pick up copies.We all penny pinch in the schools. I can vouch for that. Office staff (classified staff, who make less than first year teachers even after being employed for over 10 years) stay late when parents don't show up to pick up their children sometimes for hours. Poor babies...Teachers need lots of support. The community should get involved and become partners with our schools. I don't know where this money is spent that people are talking about, but there is NO extra where I work.

First, we're not in need of any more families in DD2.We have an abundance and a surplus. That's the pickle we're already in! We need the businesses with the jobs, not the additional strain on schools. Second, teachers are professionals and should be treated as such- paid a livable wage, have job security, and not be forced to balance the budget with their development days. If you're happy with trading that for blue jeans, then you'll just get more of the same. That "negative" energy is outrage that you teachers are bearing the brunt of the burden unfairly. But if that's what you want, then so be it.

Here's an idea...Instead of using every article about DDII as a chance to bash educators, why not get behind the children of our community and support the schools. They are the backbone of this community and compared across the state and nation, are pretty exceptional. BUT, sooner or later budget cuts, inadequately staffed buildings, unattended maintenance issues, growing trends in the population of our community (check poverty indexes of the schools), etc. will take a toll. You get what you put into a school system, just as you do with any business.
Just curious...how many of the naysayers in these post have either not cut it as educators in DDII, have children who are having trouble in school (so you have a beef), or haven't set foot in a DDII school for quite some time, if ever? I doubt most of you have little firsthand information, if any, about what you speak.
Here's another thought...if we wish to attract the Boeing families to our community (thus sell houses, boost the economy) vs the other local communities (Mt. Pleasant, James Island, Daniel Island, etc.), best not post rubbish discrediting where these folks might consider sending their children to school.

I must say that there are so many negative comments about our school district. It's funny because when SJS posts anything "bad" happening in the district, there are usually over 100 comments, but posts that shows the "good" things that are happening at schools are not commented on at all. I happen to be an educator in the district and I am proud of the efforts of my fellow teachers and administrators. The furlough days do not bother us because we are able to keep our jobs. In fact, we are very GRATEFUL for blue jeans days and free teacher lunch. Those bring morale in our schools. We're here for the children and will do everything possible to help them succeed. Maybe some of you should turn that negative energy into positive energy and come help us out in the schools! :-) After all, they're your kids, too.

I've noticed that a few schools now have new signs out in front of them. Lighted, electronic displays......how about cutting out the unnecessary expenses and keep the teachers working. The response will probably be that those monies come from a different fund, but in reality it's all DD2 dollars. Also it's sad to see the amount of resources dedicated to the sports (re: football)when the goal is to educate our kids. A FOIA request to see where the money is going is probably not a bad idea.

First you wait until the very last minute to even give them a new contract and now you're showing that you value them with a cut in their professional development days. But you thnk everything will be ok if you just let them wear blue jeans? That borders on serious insult. Joe Pye, you and Pat Raynor and all of the DD2 big wigs better be taking a cut too. And you folks think a Teacher's Union is a bad thing? Keep dreaming.

Once again, an attempt to balance the budget on the backs of labor. This is definitely unfair to professional educators.Teachers have a hard enough, low paying job without worrying about job stability.The argument that it's either furloughs or your jobs is a false choice aimed at keeping wages low. And government cannot be run "like a business." It's a public entity with little money,a serious mission, a slew of constituencies, and political considerations. It's a different animal than a business. (George Bush had an MBA and look where that got us). There's no real evidence business leaders do any better than anyone else.Political leaders just need to suck it up and do the hard and painful work to find the income it takes to be successful. But do they have the courage to do this? Joe Pye,Don't even think about a referendum to build new buildings when you can't keep up with what you've already got. And thank you to those who allowed unchecked growth to overwhelm resources. Now teachers are paying the price.

You may need to check your facts. The old score board was 28 years old, and had to be replaced. The new board is financed by the adds and not by the public. Further, Coach McKissick is the 14th highest paid Athletic Director in the State, and you can find that list by going to google. As for the weight room, you must have lost your mind. The weight room they have has 2 pieces of equipment that are less than 5 years old, while the rest of the equipment is from 10 to 20 years old. Take a tour, look up stats and get over yourself. You do not know much. I am thinking that you got your education in Charleston.

Where is your financial training, where is your experience running a school district???? What have you done that impacts school childrens' lives??? What have you risked, given and volunteered for the children of Dorchester District Two?? It is so easy to sit and spew vomitous, useless, empty vitriole about the district. Here's an idea - How about you join the fight and volunteer, join a committee, partner with a school, -- be a part of the solution, not a part of the "just sit and complain" crowd!!!! --Happy Thanksgiving!! :)

While many think there has been overspending all these years, I beg to differ. We have had very wise adminstrators for each school that has done their best to oversee their budgets and spread the need around. Each year since I have been employed by this district we have fought for scraps of money from county council. The state has made cuts for the past two years from education budgets. Until the public demands from the legislature and the governor that the educational needs of every student be met they will not be met and cuts will continue. District teachers have also been creative to find inexpensive ways to teach and reach our students. The blessing this Thanksgiving is that while may of our sister districts have cut staff to the bone, we do have our jobs. I can promise you that every teacher in this district will do everything regardless of furlough days to teach each child, to reach what many others many consider the unreachable, to find a myriad of ways to reach the struggling child and to enrich the child that needs to go beyond. Most of us will still go into our own pockets and beg from businesses and parents for help and all the negative, anti-progress naysayers will be surprised at the growth that will continue to make this district head and shoulders above the rest in this state.

They have a half-million dollar jumbo-tron and state of the art weight training facilities for football, but can't pay teachers? They redshirt football players every year and can't pay teachers? When will they get their prioritiies in order? They have the highest paid coach/athletic director and principal. These are the people who should be furloughed. The board needs to do what is in the best interest of ALL students not just the football gang. Schools are supposed to be about educating students, right? And what about all of the money they collect from their "registration" fees? $20 per student in a district the size of DD2 is a HUGE amount of money.

Keep on believing that they can manage a school district effectively. DD2 reputation has been built mostly on hype.
Teachers, administrators, and staff will not speak with anyone hardly about the internal mismanagement and problems because the fear reprisal and their jobs. There is some good educators and talent in the district but they cannot speak because if you upset the apple cart you are out.
They need business expertise and leadership from a CEO that will make and maneuver the district into recovery, not graduates from the Summerville school of back room deals and cover-up.
The bad news is not over yet, they are just trying to release it in waves to even out the damage.

How easy it is to say if they had been managing their finances correctly this wouldn't have happened. Wake up and smell the coffee. While mistakes have been made, this is a direct result of other losses in the area. At least they still have jobs. Green energy and solar??? Well while environmentally friendly not always a savings on the wallet. Perhaps over 20 years they could have saved money, but the furloughs probably would have come earlier. Try not to be negative about EVERYTHING that happens in the news. I applaud them for taking this step. It is far better than cutting services to the students and laying off hundreds of employees.

If the school district would have been managing their finances correctly instead of living beyond their means all these years, it could have aligned itself before the crisis hit and the school district would have easily rode through this storm.
They can try and blame it on the economy but the underlining cause here is no different then what led to the sub prime meltdown, DD2 schools went way beyond and spent beyond their means for years, built up a reliance on funding from sources that were full of risk, and did not run the school like a business. The back room deals promoted bad fiscal behavior by the district and the superintendent hoping bad news would get better over time.
If they knew how to invest, they would have invested in green energy renewal i.e. solar and new technology years ago when the budget was fat. This money savings today in energy cost would have averted furloughs.
Let this entire mess be a front burner issue at future elections. Remember, they have no idea on how total cost of ownership or return on investment strategy works, but why should they care, they have your checkbook and that is all that matters.
